DEBATE SUMMARY
In prospect of the 21st United Nations Climate Change Conference (COP 21), which will be held in Paris on December 2015, a discussion of ideas organized by the French Embassy / Institut français du Japon - Kyushu organizes on October 22rd, 2015, in collaboration with the Okinawa Institute of Science and technologies (OIST), a debate on the topic “Islands and climatic change: towards energy autonomy”. Public officials, experts and Japanese and French firms executives will discuss the public policies and innovations that can enable islands to face the challenges of climate change and engage into an ambitious energy transition.

Hitoshi FUKUHARA
Adjunct managing editor, and chief of news
He graduated from Waseda university in 1988 and started to work for Ryukyu Shimpo. For the Okinawa’s newspaper FUKUHARA is in charge of administration politics, Cabinet Office, Ministry of Foreign Affairs and Ministry of Defense. He also is director of Economic Affairs, the adjunct managing editor, and chief of news since 2013. He won Shinbun Kyokai prize for “Meguri no umi”. He collaborated to write the book “Tôsho keizai to commons” (The economy of islands and commons).

Jean BALLANDRAS
Renewable energy expert of Akuo Energy, French renewable Energies federator for Exportations
Jean Ballandras is graduated from Sciences-Po Paris and Ecole Nationale d’Administration. In May 2015, Jean was appointed “French renewable Energies federator for Exportations” by French foreign Affairs Minister Laurent Fabius. He previously worked for the Government in French Guiana at the development of the European Space Center. He devised the Gerry project (Green Energy Revolution- Reunion Island), a master plan aimed at integrating all innovations and technologies in the field of renewable to reach self-sufficiency.
Philippe BEUTIN
Engineer, Energy / Environment expert
Philippe Beutin is Engineer graduated at l’Ecole des Mines with Energy / Environment speciality. He is working at the Reunion Island. Completely involved in energy and environment projects, he has conducted a several plans in islands (Reunion-Mayotte) in the field of renewable energy at ADEME. For the year 2015 / 2016, Philippe Beutin is an expert beside Indian Ocean’s Commission supported by the European Commission to promote the renewable energy and the energy’s efficiency.
Hiroaki KITANO
Adjunct Professor at Okinawa Institute of Science and Technology Graduate University
Hiroaki Kitano is Adjunct Professor at Okinawa Institute of Science and Technology Graduate University. He has a Ph.D. in computer science from Kyoto University. Hiroaki Kitano received The Computers and Thought Award from the IJCAI in 1993and Nature Award for Creative Mentoring in Science 2009. He is also a President & CEO at Sony Computer Science Laboratories, Inc., a President at The Systems Biology Institute.
Tsumoru SHINTAKE
Professor at Okinawa Institute of Science and Technology Graduate University Tsumoru Shintake is an established accelerator physicist. He received his PhD in Engineering from Kyushu University, Japan, for his research on the Development of Microwave Undulator at Kyushu University, Japan. Since 2011, he is Professor at Okinawa Institute of Science and Technology Graduate University. He has received a several Honors and Awards and in 2015, he was presented with the Optics and Quantum
Electronics Achievement Award (Takuma Award) from the Japan Society of Applied Physics.
Fuminori NAKAMOTO
Director, at islands division Okinawa Electric Power Company, Incorporated (OEPC)
He was born in 1959. He is graduated from Ryukyu university in 1984 and started to work for Okinawa electric company. He was a manager at branch office of Miyako. In 2013, he was appointed director of generate electricity and since 2015 he is director at department leave an island.
