Title:  Handles and surgery

Abstract: Surgery and handle decompositions give a useful way to describe
manifolds of dimensions 3 and 4.  We shall discuss how this works,
aiming to use the Poincare homology sphere as a running example. We are
also happy to be led by audience interest.
