1995年にワイカト大学（ニュージーランド）で物理学の博士号を取得後、ヒューレット・パッカードとNTT基礎研究所の両方で産業科学者としてキャリアを積む。NTT基礎研究所では、理論量子物理学研究センターの創設ディレクターと技術スタッフのシニアメンバーを務めた。2023年にOISTに入社したビルは、量子科学において、量子論の基礎的な問題から、量子技術の応用やその実用化のための設計まで幅広い研究を行っています。量子工学・設計（Q.E.D）研究ユニットでは、量子技術の設計とシステム工学を探求し、理論的概念から実世界への実装と輸出への道筋を示すことを目的としています。また、APS、OSA、IOPのフェローでもある。
