[Webinar] US and Japanese Perspectives on Cybersecurity and Undersea Cables

About the Panel

This public panel is focused on bringing insights on key foundational technologies to an undergraduate and graduate student audience. It will explore cybersecurity from US and Japanese perspectives, including issues of trust and transparency and regional cooperation; as well as the geopolitics of submarine cables. Providing insights from both industry and academia in Japan and the United States, it promises to be an engaging session on critical topics for our shared future. Participants will leave with a better understanding of US and Japanese thinking on cybersecurity and submarine cables, including security challenges and benefits.

About the Pacific Forum Young Leaders Open House

Pacific Forum Young Leaders Program Director Ariel Stenek will lead an informational session about the program and its offerings, as well as answer questions. Attendees including students from Japanese universities, current members of the Young Leaders network, and Young Leaders Program alumni will be invited to join breakout rooms where they can connect virtually, share research interests, and discuss the day’s most pressing topics.

About the Speakers

Christina Ayiotis is an internationally recognized leader in cyber and privacy. She has worked for a variety of global professional services firms and brings both legal and business perspectives to how organizations should be implementing game-changing technologies in a safe, secure, transparent, and productive way. Her holistic approach to managing cyber risk emphasizes collaboration at the micro and macro levels. She is an advocate of #SecurityByDesign #EthicsByDesign #PrivacyByDesign and believes global organizations can balance their various competing mandates to be data driven, profitable and responsive with ethics and human rights. She has degrees in Biology, Philosophy, and Law; has studied several languages; and taught “Information Policy” at the Masters Level. 

Mihoko Matsubara is Chief Cybersecurity Strategist, NTT Corporation, Tokyo, being responsible for cybersecurity thought leadership. She previously worked at the Japanese Ministry of Defense before her MA at the Johns Hopkins School of Advanced International Studies in Washington DC on Fulbright. She served on Japanese government’s cybersecurity R&D policy committee between 2014 and 2018. Mihoko is a prolific writer and has published articles from the Council on Foreign Relations, Lawfare, New America, the RUSI Journal. She is Adjunct Fellow at Pacific Forum and Associate Fellow at the Henry Jackson Society.

Dr. Motohiro Tsuchiya is dean and professor of Faculty of Policy Management at Keio University in Japan. He is also serving as guest editorialist of Nikkei since April 2019. He is a member of Space Security Division of the Committee on National Space Policy at the Cabinet Office. He authored Intelligence and National Security (Tokyo: Keio University Press, 2007, in Japanese), Cyber Terror (Tokyo: Bungeishunju, 2012, in Japanese), Cyber Security and International Relations (Tokyo: Chikura Shobo, 2015, in Japanese) and co-authored Cybersecurity: Public Sector Threats and Responses (Boca Raton, FL: CRC Press, 2012) and 30 other books. He earned his BA in political science, MA in international relations, and Ph.D. in media and governance from Keio University. He received the 15th Nakasone Yasuhiro Award in 2019.
