Addition of 3 substances and 2 groups of substances as designated substances/3物資及び２物質群を新たな指定薬物に指定

The addition of 3 substances and 2 groups of substance to the list (previously categorized as dangerous drugs) of designated substances was promulgated by an Ordinance by the Ministry of Health, Labor and Welfare in August 31, 2023, and will take effect in September 10th, 2023. After the effective date, manufacture, import, sale, possession, use, etc., other than for research purposes are prohibited. If these substances are used in research, they must be strictly managed.

Following are the 3 substances and 2 group of substances that will be categorized as designated substances:
(Substance 1) N-(1-amino-3,3-dimethyl-1-oxobutan-2-yl)-1-benzyl-1H-indazole-3-carboxamide and its salts 
Other Name： ADB-BINACA

(Substance 2) 2-(ethylamino)-2-(3-fluorophenyl)cyclohexan-1-one and its salts
Other Name：FXE, Fluorexetamine

(Substance 3) 2-(Butylamino)-1-(3,4-methylenedioxyphenyl)butan-1-one and its salts
Other Name: N-Butylbutylone

(Group 1) 6a,7,8,10a-tetrahydro-6,6,9-trimethyl-3-alkyl-6H-dibenzo[b,d]pyran-1-ol in which a linear alkyl group (limited to those with 3 to 8 carbon atoms) is bounded to the position 3, with no substituents bounded to any position other than the 1^st, 3^rd, 6^th, and 9^th positions, and their salts. However, this excludes narcotics enacted in the Narcotics and Psychotropic Substances Control Act.

(Group 2) 6a,7,10,10a-tetrahydro-6,6,9-trimethyl-3-alkyl-6H-dibenzo[b,d]pyran-1-ol in which a linear alkyl group (limited to those with 3 to 8 carbon atoms) is bounded to the position 3, with no substituents bounded to any position other than the 1^st, 3^rd, 6^th, and 9^th positions, and their salts. However, this excludes narcotics enacted in the Narcotics and Psychotropic Substances Control Act.

厚生省令が2023年8月31日に公布され、2023年 9月10日に【以前危険ドラッグに指定されていた】３物質及び２物質群が指定薬物への追加が施行されます。施行日以降は、研究目的以外での製造、輸入、販売、所持、使用等できません。研究に使用する場合は、厳重に管理してください。

［物質１］：Ｎ－（１－アミノ－３，３－ジメチル－１－オキソブタン－２－イル）－１－ベンジル－１Ｈ－インダゾール－３－カルボキサミド及びその塩類
通称等：ADB-BINACA

［物質２］：２－（エチルアミノ）－２－（３－フルオロフェニル）シクロヘキサノン 及びその塩類
通称等：FXE, Fluorexetamine

［物質3］：：２－（ブチルアミノ）－１－（３，４－メチレンジオキシフェニル）ブタン－１－オン及びその塩類

［物質群1］：６ａ，７，８，１０ａ－テトラヒドロ－６，６，９－トリメチル－６Ｈ－ジベンゾ［ｂ，ｄ］ピラン－１－オールの３位に直鎖状アルキル基（炭素数が３から８までのものに限る。）が結合する物であって、１位、３位、6 位及び９位以外にさらに置換基が結合していない物及びこれらの塩類。ただし、麻薬及び向精神薬取締法に規定する麻薬を除く。

［物質群2］：６ａ，７，１０，１０ａ－テトラヒドロ－６，６，９－トリメチル－６Ｈ－ジベンゾ［ｂ，ｄ］ピラン－１－オールの３位に直鎖状アルキル基（炭素数が３から８までのものに限る。）が結合する物であって、１位、３位、6 位及び９位以外にさらに置換基が結合していない物及びこれらの塩類。ただし、麻薬及び向精神薬取締法に規定する麻薬を除く。
