From Naha airport to Rizzan Sea-Park Hotel, the easiest is to take the Airport Limousine bus: https://www.rizzan.co.jp/english/access_bus.html
Another option is to take the Okinawa Airport Shuttle and get off at „Sun Marina Beach Mae“, which is in a walking distance from Rizzan Sea-Park Hotel: https://www.okinawa-shuttle.co.jp/en/timetable/, or take a taxi either direclty from the airport or from the Ishikawa IC after reaching there by a highway bus (cf. access to OIST)
